Public enquiry rejects the future ISO 8100-1&2

In a series of articles that published on Elevatori Magazine (as listed on the following page), we described the Draft Standards ISO 8100-1 and ISO 8100-2, which, concomitantly assuming the name EN ISO (the content remains identical), are intended to supersede EN 81-20 and EN 81-50 respectively and, once harmonised, to achieve the status of presumption of conformity to the Lift Directive 2014/33.
These two Draft Standards were put to the vote in a public enquiry ballot separated between CEN and ISO, by the National Standardisation Bodies that are members of the same. The ballot closed in February 2024, with five negative votes cast by Finland (SFS), Germany (DIN), Italy (UNI), the Netherlands (NEN), and Switzerland (SNV), all of which are members of both CEN and ISO. Due to the different evaluation procedures in the two systems, which have different thresholds, the two Standards were approved by ISO but rejected by CEN as the weight of those voting in favour was around 60% against the required minimum of 65%.
In addition, both Standards received a negative assessment by the HAS consultant who, acting on behalf of the European Commission and thus affecting future citation as harmonised EN ISO Standards, indicated that redrafting was required.
At the same time, comments on the two texts were gathered:
• on ISO 8100-1: 1,800 comments from members, plus 500 from the HAS consultant
• on ISO 8100-2: 350 comments from members, plus 100 from the HAS consultant.
The texts of the two Standards will be amended by the working group in charge of managing the same, CEN/TC10/WG1, and then resubmitted for evaluation by the ISO and CEN members, as well as the HAS consultant. In view of the large number and weight of comments, the initial plan to publish in the first quarter of 2025 is now less certain.
