Elevatori Club – Enquiry from a local council
We received a query from an Italian local council regarding an lift-related issue. We therefore put the question to engineer Giorgia Feneri, President of the U.n.i.on Association and a member of the Technical Committee of Elevatori Magazine.
Query
Dear Elevatori Magazine, I work in the technical department of a municipality in Lombardy (Italy). We have a file in the office regarding the issue of a lift registration number, following an extraordinary inspection report carried out in November 2024, which states that ‘the system may be put back into operation’.
I would therefore like to know whether the aforementioned report has an ‘expiry date’ or whether, today, in 2026, I can still consider it valid for the purposes of issuing
the registration number.

No, the report you are referring to is no longer valid, as Article 12, paragraph 2-bis, of Presidential Decree 162/99 stipulates that, in the event of notification more than
60 days after the installation date, the documentation must be supplemented by a report on the extraordinary inspection of the system’s commissioning. This inspection is functionally aimed at commissioning and must therefore be temporally linked to the activation of the lift system. It follows that, for the purposes of issuing the serial number, the report must explicitly refer to the ‘activation of the lift system’. Furthermore, this report replaces the Declaration of Conformity for the purposes of late commissioning and, in accordance with the provisions of paragraph 2-bis, must be used within the 60-day period, which is the time limit for regularising the application. In this specific case, the report drawn up in November 2024, in response to a request made in 2026, cannot be considered suitable, nor is it temporally consistent or representative of the current state of the lift system.
